Server pause

The plugin is designed to set a pause on the server.
The main feature is that the administrator does not need to set sv_pausable 1 to pause.

The pause command is available to administrators with the ADMFLAG_GENERIC flag.
The plugin is useful for setting a pause on the server during the Clan War.

An admin with the "B" flag writes !cwp to the chat to set or unpause.
