Updated Shock config for CSS

See the attached video for most of the config options.
Added more SPAM commands from SHOCK
Now a dot appears/disappears on the mouse wheel in the crosshair editor.
On the mouse wheel up, you can sharply take a flash drive (if you need to throw 2 flash drives almost instantly).
Many shortcuts have been added. (fps - turns on net_graph; nofps - turns off net_graph; m - gives 16000; money - also gives 16000; rs - restarts the match; botkick - kicks bots; wh - turns server VC on and off)
FPS optimization on large maps ( e.g. bunnyhop or prison).
Fixed Jumpthrow.
Important details (such as damage dealt) are highlighted in console logs.
